Telnet is both a network protocol and an application that uses that protocol. Most often, Telnet is used to connect to remote Unix based computers to issue commands. Telnet gives remote users a command line interface much like they would have if they logged directly onto a Unix based system. Telnet is not secure and has been largely superseded by other protocols such as SecureShell (SSH).
